Richard Stephens' (Mr. Hill's attorney) summation letter, arguing that the city must approve exemption from its environmental regulations so that Mr. Hill can proceed with the plan to encroach into the wetlands and stream buffers, because, he says, otherwise all reasonable use of the properties would be denied.
