PROCLAMATION
Support of the Coalition for the Preservation of Cedarbrook
WHEREAS, preservation of the Cedarbrook School Property as a park would provide the opportunity
to reduce storm water runoff from the Cedarbrook property into Whisper Creek and
                   thence into McAleer Creek; and
WHEREAS, if the property were sold for development, large areas of impervious surface from streets,
walkways and roofs would result in increased runoff to the above streams; and
WHEREAS, the playground of the Cedarbrook Property is a wetland that stores, filters and releases
stormwater slowly which decreases flood damage downstream during rainy months and
in the Summer, increases flows of cleaner water to the creeks downstream; and
WHEREAS, McAleer Creek currently overflows during severe storm events, flooding property and
filling basements, thus inflicting hazards to life and property downstream of this
                   11-acre site; and
WHEREAS, severe "100-year" flood events are occurring with increasing frequency—almost annually
now for lower McAleer Creek; and
WHEREAS, the Cedarbrook neighborhood has no other recreational space within walking distance;
therefore, the Cedarbrook property is their park and is used heavily by the community
which consists of residents of the Cities of Shoreline and Lake Forest Park, as each city
abuts the site on two sides of the property respectively; and
WHEREAS, the youngest soccer players in Shoreline and Lake Forest Park depend upon this site as
                   their primary playfield; and
WHEREAS, this property, declared "surplus" by the Shoreline School Board, is the property of the
people of the Cities of Shoreline and Lake Forest Park, and these people should have
the primary say in how this property is used in the future; and
WHEREAS, the Mission of the Lake Forest Park Stewardship Foundation is to preserve our natural
                   environment, recreation and parks.
NOW, THEREFORE, the Board of Directors of the Lake Forest Park Stewardship Foundation calls
upon the Shoreline School District, residents and businesses to support the Coalition
for the Preservation of Cedarbrook in preserving this property and providing an area
                  playground.
                  Stephen P. Plusch
